Can you buy as a foreigner?
Licence required
Non-belongers need an Alien Land Holding Licence before they can hold title, and outline planning consent has to be in place before the licence can even be applied for. The licence carries conditions with real teeth: a home must be at least 2,000 sq ft and finished within 18 months, and letting the property is prohibited without a separate paid permission.
Allow 3–6 months
Includes an interview with the Minister before a decision is taken. Once Executive Council grants it, the licence must be collected within two months or it is cancelled and the application starts again.

The licence duty is shown as a range. Executive Council's own minutes show residential licences granted in August and November 2025 at 5% under the Aliens Land Holding Regulation Act plus 5% stamp duty — the concession in place since 2020, which was published as ending on 31 December 2025. No 2026 approval has been published to show whether it continues; at the statutory 12.5% the total rises from 10% to 17.5%. Undeveloped land is charged differently. A 10% refundable deposit also applies to undeveloped land bought to build, returned on completion within the licence period — a cash-flow cost, not a charge, so it is not totalled above.
