Who carries the taxes and fees
What the seller pays — not you
- Transfer tax — 1%–7%A sliding scale from 1% below USD 50,000 to 7% above USD 500,000. Usually the seller's, though negotiable — the intermediate steps of the scale were not published, so it is shown as the full span rather than a rate.
Guides that add every tax together and present the total as a buyer's bill overstate the cost. These are the seller's.
Can you buy as a foreigner?
No licence required
Foreigners may own property outright with no permit and the same rights as nationals. Registration with the Public Registry, cadastral office and tax office follows the deed and can take several months to complete — the deed is signed long before the record catches up.
No approval to wait for
With no permission to obtain, the timeline is set by conveyancing rather than by a government queue.

A boundary survey and escrow are additional and vary too much to state as a rate. Published all-in figures of 7–9% include the seller's transfer tax; the buyer's own share is the smaller part of that.
